Bali, the grandson of Pralhad, became king in later period.
He too like his grandfather was a devotee – bhakt of Bhagwan Vishnu. He
conquered the earth and reigned lawfully. Bali decided to give anything that
anyone would ask for Daan the holy donation during the Yagya which resulted in
pompous ego of King Bali.
Seeing this, to defeat the ego, Bhagwan Vishnu incarnated
himself as Vaman the dwarf and asked Bali to give as much as land that he would
cover in three steps. Vaman turned into enormous size and in the first two
steps he covered everything Bali ruled and for third step Bali offered his
head.

The dwarf – Vamana turned into Trivikram and King Bali bowing

इदं विष्णुर्वि चक्रमे त्रेधा नि दधे पदम् ।
समूळहमस्य पांसुरे ॥
– ऋ. १.२२.१७
This whole universe is occupied by Vishnu. He placed his foot at three spots and covered the entire world.
